
Yesterday, Tulsi Gabbard, the Trump administration’s Director of National Intelligence, declassified and released a Biden administration report entitled, Strategic Implementation Plan for Countering Domestic Terrorism. The report, which was prepared in the first months after Biden took office, was designated “SECRET/NOFORN” which means it was only intended for authorized government officials and could not be distributed to foreign nationals.
As the report’s preamble indicates,
This Strategic Implementation Plan (SIP) provides direction and guidance for implementation of the National Strategy for Countering Domestic Terrorism. It is organized around the Strategy’s four pillars, whose development was informed by the comprehensive assessment of today’s domestic terrorism (DT) threat provided by appropriate elements of the intelligence and law enforcement communities in March 2021. This SIP is structured to reaffirm and promote the goals of the four pillars articulated in the Strategy; and actual implementation of the SIP should be approached in adherence to the principles which seek to ensure that US Government efforts to address DT remain consistent with the rule of law and American values.
Of those four “pillars,” it’s the fourth that will be of most interest to America’s gun owners and those who value Second Amendment rights.
(U) Pillar Four: Confront Long-Term Contributors to Domestic Terrorism
• Intended Impact 4.1.1: Lethal means for perpetrating acts of domestic terrorism are reduced. Greater care is provided earlier to potentially dangerous individuals. Norns of non-violent political expression and rejection of racism and bigotry are strengthened. Americans have increasing faith in democracy and government. Increase intervention and care for those who pose a danger to themselves and others. Strengthen civics education that promotes democratic resiliency. Increase civic engagement to foster social cohesion.

It won’t come as any surprise to read that Joe Biden (and the people propping him up who were really running his administration) was a dedicated foe of civilian gun rights. Biden, after all, had claimed he personally “beat” the NRA twice, ran in 2020 on enacting a new “assault weapons” ban, and called America’s gun manufacturers “the enemy.”
This secret internal report, however, makes very clear just how antagonistic his administration was to the very idea of civilian gun ownership. They viewed citizens exercising their gun rights as a threat to domestic peace and tranquility. In their estimation, individuals owning firearms contributes to the threat of domestic terrorism.
The first steps they saw in reducing that threat included banning homemade firearms, expanding due process-free firearm confiscation laws, and outlawing the most popular rifles in America along with the standard capacity magazines that feed them.
Boiled down, the Biden administration published a secret plan that designated gun ownership as a primary factor in fueling domestic terrorism and established goals for banning entire classes of firearms and gear. This, they claimed, would help increase “faith in democracy and government.”
To the Biden administration the Second Amendment wasn’t a civil right to be defended and protected. It presented a dangerous loophole, an obstacle to be overcome in building the kind of society — one with increased “civic engagement” and “social cohesion” — they wanted to see in America. This mindset obviously underpinned the “whole of government” approach the administration took in weaponizing the federal regulatory apparatus to further the goal of achieving a disarmed populace.
If there’s ever been a better argument than this document for the wisdom of the Founders including the Second Amendment as a bulwark against an oppressive, tyrannical government, I’m not sure what it would be.

Obama was supported politically and financially by 1960s terrorist/activist Bill Ayers for POTUS.
William Charles Ayers is an American retired professor and former militant organizer. In 1969, Ayers co-founded the far-left militant organization the Weather Underground, a revolutionary group that sought to overthrow the United States government which they viewed as American imperialism. During the 1960s and 1970s, the Weather Underground conducted a campaign of bombing public buildings in opposition to U.S. involvement in the Vietnam War. The bombings caused no fatalities, except for three members killed when one of the group’s devices accidentally exploded. The FBI described the Weather Underground as a domestic terrorist group. Ayers was hunted as a fugitive for several years, until charges were dropped due to illegal actions by the FBI agents pursuing him and others.
No politician should be permitted to take office after swearing to preserve and defend the Constitution and to thereafter seek to restrict the constitutional rights of anyone. Their oath of office does not give them leave to pick and choose what parts of the Constitution they will protect and defend, and which they will not.
No politician may, after being elected should be able to change party affiliation to a position for which they were not elected.
